Jeffrey A. MarshallJeffrey A. Marshall, Esq., CELA is managing attorney and a principal of Marshall, Parker & Associates, LLC. He is certified as an elder law attorney (CELA) by the National Elder Law Foundation. Attorney Marshall’s practice is focused on elder law which includes, long term care planning, estate planning, and estate administration.  He is a recognized authority on elder law and has been quoted by numerous national publications, including The Wall Street Journal, Time Magazine, The Kiplinger Retirement Report, and the Chicago Tribune.  He has been named as a “Super Lawyer” in the field of elder law for each of the past 5 years.  In addition, he has been selected as one of the Top 100 Pennsylvania Attorneys in all fields for 2008-2009.  He is also listed in Best Lawyers in America for 2009-2010.

Attorney Marshall is the author of the book, Elder Law in Pennsylvania, published by PBI Press (www.pbi.org)Elder Law in Pennsylvania received the 2006 award for Outstanding Achievement in Publications from the Association for Continuing Legal Education, an international association of legal education professionals.  Mr. Marshall is a contributing author to a number of other publications including Estate Planning in Pennsylvania.  In addition to his law practice, he teaches educational courses for lawyers, Department of Aging staff, nursing home administrators, financial planners, and other elder care network professionals as well as consumers. He is a VA accredited attorney for the preparation, presentation and prosecution of claims for veterans benefits before the Department of Veterans Affairs. Attorney Marshall is also qualified as an Advance Health Care Planning Facilitator in accordance with the Respecting Choices® program. A native of Lock Haven, Pennsylvania, he received his law degree from Stanford University in 1972, where he served as an Editor of the Stanford Law Review. Matthew J. ParkerMatthew J. Parker, Esq., CELA, is a principal of Marshall, Parker & Associates, LLC.  Attorney Parker is a Magna Cum Laude graduate of the University of Pittsburgh and received his JD from the Dickinson School of Law in 1995. Attorney Parker is a VA accredited attorney for the preparation, presentation and prosecution of claims for veterans benefits before the Department of Veterans Affairs. He is former Judicial Law Clerk to Presiding Judge Harold A. Thomson of the Pike County Court of Common Pleas. Attorney Parker is a Board Certified Elder Law Attorney by the National Elder Law Foundation and has been named as a “Super Lawyer” in the field of elder law. In November 2008, he won a landmark decision in the Third Circuit Court of Appeals in the spousal annuity case of James v. Richman. He has taught for the Pennsylvania Bar Institute and is a frequent speaker to consumer and professional groups on elder law issues including guardianship and estate planning. Kevin R. GrebasKevin R. Grebas, Esq., CELA a native of Scranton, Pennsylvania, received his B.S. in Political Science from the University of Scranton and his law degree from the Dickinson School of Law of the Pennsylvania State University. Attorney Grebas is a Board Certified Elder Law Attorney by the National Elder Law Foundation. He is a VA accredited attorney for the preparation, presentation and prosecution of claims for veterans benefits before the Department of Veterans Affairs. He has provided training for Pennsylvania Department of Aging care-managers throughout Pennsylvania and frequently speaks to community groups and professional organizations about legal issues affecting the elderly. Attorney Grebas is a member of the National Academy of Elder Law Attorneys, the Pennsylvania Bar Association, and its Elder Law Section; the Wilkes-Barre Law and Library Association (Luzerne County Bar Association);  the Lackawanna Bar Association; the Estate Planning Council of Northeastern Pennsylvania; and serves on the Board of Directors for the NEPA End of Life Coalition.  In addition, he sits on the Plan Advisory Committee of the Living Independently for Elders (LIFE) Program in Scranton and is a member of the Board of Advisors for the Riverside Adult Day Care Center in Plains. Tammy A. WeberTammy A. Weber, Esq., CELA is a native of Muncy, Pennsylvania. She graduated Magna Cum Laude from Lycoming College and received her law degree from Temple University. Attorney Weber is a Board Certified Elder Law Attorney by the National Elder Law Foundation. She was a federal judicial law clerk for the Honorable Louis C. Bechtle, Federal District Judge, Eastern District of Pennsylvania in Philadelphia. Attorney Weber previously served as an Assistant United States Attorney for the Eastern District of Pennsylvania where she was involved with major federal investigations and prosecutions. While in this position, she was the recipient of the Department of Health & Human Services Inspector General's Integrity Award for the investigation and criminal conviction of the first Medicare money laundering seizure case in the country. Attorney Weber has also served as an adjunct professor at Saint Joseph's University Graduate Criminal Justice Program where she designed and taught a course on Law and Social Policy. For several years, Attorney Weber sat on the editorial board of the Legal Intelligencer, Philadelphia's legal newspaper. She is a VA accredited attorney for the preparation, presentation and prosecution of claims for veterans benefits before the Department of Veterans Affairs. She is course planner for the Pennsylvania Bar Association's course on "Representing an Individual Entering a Nursing Home."  She is a member of the National Academy of Elder Law Attorneys, the Elder Law Section of the Pennsylvania Bar Association, and is the Vice President of the Northcentral Pennsylvania Estate Planners Council.  Attorney Weber and her daughter Sarah live in Montoursville. Brenda D. ColbertBrenda D. Colbert, Esq., CELA, LL.M, is a 1990 graduate of Mansfield University where she received a degree in Social Work.  After working for several years as a social worker in nursing facilities she went on to law school, graduating magna cum laude from the Touro College Law Center. Ms. Colbert then proceeded to the University of Miami School of Law where she received an advanced legal degree (LLM) in Estate Planning.  Since 2002, Attorney Colbert has been practicing law as an elder law and estate planning attorney in Wilkes-Barre and Scranton. Attorney Colbert is a Board Certified Elder Law Attorney by the National Elder Law Foundation. She and her husband, Mark, a teacher, reside in Moosic. Attorney Colbert is a frequent speaker to community and professional groups on issues affecting the elderly. She is a member of the elder law section of the Pennsylvania Bar Association and the National Academy of Elder Law Attorneys.  She also serves on the Allocations Committee for the United Way, is co-chair of the Wilkes-Barre Law & Library Elder Law Committee and is a member of the Alzheimer’s Association Planned Giving Advisory Committee.   Dale A. TiceDale A. Tice, Esquire, Mr. Tice is an associate at
Marshall
, Parker & Associates law office in Williamsport , where he practices primarily in the areas of elder law and oil and gas law.  He received his B.S. from Bluffton College , and his J.D. from the Penn State Dickinson School of Law, where he served on the Appellate Moot Court Board and in the Elder Law Clinic. Upon graduation from Dickinson he received the William H. Dodd Award, given to the senior who best exemplifies the highest ideals of the legal profession.  Mr. Tice speaks frequently to groups of landowners on the subject of oil and gas law, focusing on protecting the landowner’s rights, and has presented numerous public education seminars on the gas leasing process with the Penn State Cooperative Extension.  He has served as a faculty member for the Pennsylvania Bar Institute, and has been quoted in the New York Times and Investor’s Business Daily.  Mr. Tice is a member of the Pennsylvania Bar Association, the Northcentral Estate Planners Council, and serves on the Elder Law Committee of the Lycoming County Bar Association. Mr. Tice lives in Danville with his two children, Dean & Sierra.  In his spare time he enjoys hiking, reading and amateur astronomy.

Planning Specialists

Karen L. GriswoldKaren L. Griswold is a Planning Specialist at Marshall, Parker & Associates. She holds an Associates Degree and since 1987 Karen has played an integral part in creating and overseeing various departments at the firm including the Estate Planning and Technology and Information Resources Departments. She now serves as the Manager of the Life-Time Planning Department, overseeing a staff of nine located in four offices in Central and Northeastern Pennsylvania. Karen assists seniors and their families with long-term care planning issues, including Medicaid eligibility, and the coordination of local, state and federal benefits. She works closely with attorneys to supervise and assist department staff in the planning process and in providing ongoing analysis of regulatory and planning changes.

Karen served 26 years in the United States Army, where she completed basic, primary, and advanced leadership training. In 2005, she served in Operation Iraqi Freedom as the First Sergeant of the 14th QM Det, a water purification detachment based out of Greensburg, Pennsylvania. They were tasked with a mission that became 75 percent larger than their original combat mission, providing water that supported in excess of 40,000 Multi-National Corps-Iraq personnel in seven locations throughout Iraq. Patti Jo TurnerPatti Jo Turner is a Planning Specialist in the Williamsport office of Marshall, Parker & Associates. She has worked for the firm since 1998. During that time, Patti Jo has been responsible for numerous departments at Marshall, Parker & Associates including the areas of business development and estate planning. Before joining Marshall, Parker & Associates, she worked  in the marketing and financial underwriting departments for the “Major Case Unit” at BISYS, formerly known as The Underwriter’s Group (TUG). In November 2007, Patti Jo became qualified as an Advance Health Care Planning Facilitator in accordance with the Respecting Choices® program.  She received her bachelor’s degree in education from Lock Haven University in 1988. In her spare time, Patti enjoys teaching Sunday School at her church and spending time with her family. Jody A. Lose is a Planning Specialist and also serves as the Document Supervisor for all Marshall, Parker & Associates' offices.  Jody has worked in the firm's estate planning department for several years and now also works with clients facing a long term care crisis. Karen L. GriswoldJosephine Reviello, BSW, LPN is a Planning Specialist with the Law Firm of Marshall, Parker & Associates, LLC. She started working for the firm as one of the first employees in the Wilkes-Barre office when Marshall, Parker & Associates opened its doors in 2002. Before joining the team at Marshall, Parker & Associates, Josephine worked in a local nursing home as the Director of Social Services and a charge nurse prior to that.  She has also worked as a Hospice LPN. Before joining Marshall, Parker & Associates, Suzanne worked as a Social Worker and Activities Director at the Williamsport Home. She also managed their adult day care program. Suzanne is certified by the National Certification Council of Activity Professionals. Karen L. GriswoldJerome S. Petro spent 10 years working in administrative positions at a Luzerne County Hospital and as admissions director at a skilled nursing facility. Richard "Doug" Lane is a Medicaid Eligibility Specialist for Marshall, Parker & Associates, LLC. Prior to joining the staff, Doug worked as a caseworker at the Lycoming County Assistance Office for twenty-eight years.  Fourteen of those twenty-eight years, he specialized in nursing home caseloads. Doug attended the former Lock Haven State College and was active duty in the United States Marine Corps from 1969-1971. He has been married to his wife Bessie for over 25 years and has 3 adult children.  E-mail Doug

Karen L. GriswoldDeborah L. Berrigan is a Planning Specialist in the firm's Lifetime Planning Department. She is a Registered Guardian by the National Guardianship Foundation and is the President of ElderCare Solutions, Inc, a non-profit organization which serves as a court-appointed guardian for incapacitated individuals. Deborah brings over sixteen years of experience working as a Long Term Care Planning Specialist to the Marshall, Parker & Associates’ team. In 2000, Deborah received her certificate in Gerontology from King’s College in Wilkes-Barre , PA. She also became a Registered Financial Gerontologist from the American Institute of Financial Gerontology at the Widener University School of Business in 2004. Deborah is also qualified as an Advance Health Care Planning Facilitator in accordance with the Respecting Choices® program. Karen J. Fry is a Planning Specialist in the firm's Lifetime Planning Department for the Wilkes-Barre and Scranton offices. Prior to joining Marshall, Parker & Associates, Karen worked with the Pennsylvania Department of Public Welfare for 34 years, most recently as a supervisor in the Long Term Care Department. Karen is a graduate of Wilkes University.  She lives in Dallas with her husband and son. She enjoys exercising, singing in the community chorus, and reading in her spare time. E-mail Karen 

Shelly J. Heikes is a Planning Specialist in the firm's Lifetime Planning Department for the Williamsport and Jersey Shore offices. Shelly has worked in the local banking and insurance industry since 1999.  Just prior to joining Marshall, Parker & Associates, Shelly was an Individual Retirement Account Specialist for C&N Bank in Williamsport.  Shelly is a native of the Williamsport area and currently resides in Salladasburg where she attends the Salladasburg United Methodist Church.  Shelly enjoys spending time with her family, camping and traveling.  E-mail Shelly

Theresa McNulty is a Planning Specialist in the firm's Lifetime Planning Department for the Scranton & Wilkes-Barre offices. Theresa is a social worker with more than 25 years of experience in health care including acute, rehabilitation and skilled nursing levels of care. She is a graduate of Millersville University where she obtained a Bachelor of Arts degree in Social Work. A lifetime resident of Wilkes-Barre, Theresa enjoys spending time with her husband Mark and her family.

Gloria Macario Kizis joined the Elder Law Firm of Marshall, Parker & Associates, LLC in 1981. She received her paralegal certification from The Pennsylvania State University in 1982. Beth S. McMurtrie is an Estate Administration Paralegal and also serves as the coordinator of the fiduciary services department, including guardianship services. Karen L. GriswoldMelissa Mancini Bottorf graduated from Penn State University in 2002 with a Bachelor of Arts degree in Political Science. She is the Director of Marketing & Public Education for Marshall, Parker & Associates. Melissa serves on the Steering Committee for the North Central Geriatric Interest Network, a non-profit organization for elder care professionals in the greater Williamsport Area and for the Central Pennsylvania Advance Care Planning Task Force.
