Jeffrey
A. Marshall, Esq., CELA, is founding attorney of Marshall, Parker & Associates, LLC where his practice focuses on estate and gas royalty planning and elder law. He is certified as an elder law attorney (CELA) by the National Elder Law Foundation. He is a recognized authority on elder law and has been quoted by a number of national publications, including The Wall Street Journal, Time Magazine, The Kiplinger Retirement Report, and the Chicago Tribune. Associates, LLC. Attorney Parker is a Magna Cum Laude graduate
of the University of Pittsburgh and received his JD from the
Dickinson School of Law in 1995. Attorney
Parker is a VA accredited attorney for
the preparation, presentation and prosecution of
claims for veterans benefits before the
Department of Veterans Affairs. He is former Judicial Law Clerk to
Presiding Judge Harold A. Thomson of the Pike County Court of Common
Pleas. Attorney Parker is a Board Certified Elder Law Attorney by
the National Elder Law Foundation and has been named as a “Super
Lawyer” in the field of elder law. In November 2008, he won a
landmark decision in the Third Circuit Court of
Appeals in the spousal annuity case of James
v. Richman. He has taught for the Pennsylvania Bar

R. Grebas, Esq., CELA, is a principal of Marshall, Parker & Associates, LLC.
A native of Scranton, Pennsylvania, Attorney Grebas received his B.S. in Political
Science from the University of Scranton and his law degree from the
Dickinson School of Law of the Pennsylvania State University. Attorney Grebas is a Board Certified Elder Law Attorney by
the National Elder Law Foundation.
He is a VA accredited attorney for
the preparation, presentation and prosecution of
claims for veterans benefits before the
Department of Veterans Affairs. He has
provided training for Pennsylvania Department of Aging care-managers
throughout Pennsylvania and frequently speaks to community groups
and professional organizations about legal issues affecting the
elderly. Attorney Grebas is a member of the National Academy of
Elder Law Attorneys, the Pennsylvania Bar Association, and its Elder
Law Section; the Wilkes-Barre Law and Library Association (Luzerne
County Bar Association); the Lackawanna Bar Association; the

the Board of Directors for the NEPA End of Life Coalition. In

Tammy A. Weber, Esq., CELA, is the managing principal of Marshall, Parker & Associates, LLC and a native of Muncy, Pennsylvania. Her practice focuses on estate and gas royalty planning and elder law. She graduated Magna Cum Laude from Lycoming College and received her law degree from Temple University. Attorney Weber is a Board Certified Elder Law Attorney by the National Elder Law Foundation. She was a federal judicial law clerk for the Honorable Louis C. Bechtle, Federal District Judge, Eastern District of Pennsylvania in Philadelphia. Attorney Weber previously served as an Assistant United States Attorney for the Eastern District of Pennsylvania where she was involved with major federal investigations and prosecutions. While in this position, she was the recipient of the Department of Health & Human Services Inspector General's Integrity Award for the investigation and criminal conviction of the first Medicare money laundering seizure case in the country. Attorney Weber has also served as an adjunct professor at Saint Joseph's University Graduate Criminal Justice Program where she designed and taught a course on Law and Social Policy. For several years, Attorney Weber sat on the editorial board of the Legal Intelligencer, Philadelphia's legal newspaper. Brenda D. Colbert, Esq., LL.M, CELA, is a 1990 graduate of Mansfield University where she received a bachelor degree in Social Work. After working for several years as a Social Worker in nursing facilities, she went on to law school, graduating magna cum laude from Touro Law Center. Ms. Colbert then proceeded to the University of Miami School of Law where she received an advanced legal degree (LL.M) in Estate Planning. Attorney Colbert has been practicing law as an elder law, special needs planning, and estate planning attorney in the Wilkes-Barre and Scranton area since 2002. Attorney Colbert is a Board Certified Elder Law Attorney by the National Elder Law Foundation. She and her husband, Mark, a teacher, reside in Dickson City. Attorney Colbert is a frequent speaker for community and professional groups on issues affecting the elderly and people with special needs. She is a member of the Elder Law section of the Pennsylvania Bar Association as well as the Pennsylvania Academy of Elder Law Attorneys and the National Academy of Elder Law Attorneys. Mr. Tice is an associate

Mr. Tice speaks frequently to groups of
landowners on the subject of oil and gas law,
focusing on protecting the landowner’s rights,
and has presented numerous public education
seminars on the gas leasing process with the
Penn State Cooperative Extension.
He has served as a faculty member for the
Pennsylvania Bar Institute, and has been quoted
in the New York Times and Investor’s
Business Daily.
Mr. Tice is a member of the Pennsylvania
Bar Association, the Northcentral Estate
Planners Council, and serves on the Elder Law
Committee of the Lycoming County Bar

Karen L. Griswold
is a Case Manager at Marshall,
Parker & Associates. She holds an Associates Degree and since
1987 Karen has played an integral part in creating and overseeing
various departments at the firm including the Estate Planning and
Technology and Information Resources Departments. She now serves as
the Manager of the Life-Time Planning Department, overseeing a staff
of nine located in four offices in Central and Northeastern
Pennsylvania. Karen assists seniors and their families with
long-term care planning issues, including Medicaid eligibility, and
the coordination of local, state and federal benefits. She works
closely with attorneys to supervise and assist department staff in
the planning process and in providing ongoing analysis of regulatory
and planning changes.
Karen served 26 years in the United States Army, where she
completed basic, primary, and advanced leadership training. In 2005,
she served in Operation Iraqi Freedom as the First Sergeant of the
14th QM Det, a water purification detachment based out of
Greensburg, Pennsylvania. They were tasked with a mission that
became 75 percent larger than their original combat mission,
providing water that supported in excess of 40,000 Multi-National
Corps-Iraq personnel in seven locations throughout Iraq. Karen

Patti Jo Turner is a Case Manager in the Williamsport office of Marshall, Parker & Associates. She has worked for the firm since 1998. During that time, Patti Jo has been responsible for numerous departments at Marshall, Parker & Associates including the areas of business development and estate planning. Before joining Marshall, Parker & Associates, she worked in the marketing and financial underwriting departments for the “Major Case Unit” at
BISYS, formerly known as The Underwriter’s Group (TUG). In November 2007, Patti Jo became qualified as an Advance Health Care Planning Facilitator in accordance with the Respecting Choices® program. A. Lose is a
Case Manager and also serves as the Document Supervisor for
all Marshall, Parker & Associates' offices. Jody has
worked in the firm's estate planning department for several years
and now also works with clients facing a long term care crisis. She
has worked in the medical and legal fields for over 15 years

Josephine Reviello, BSW, LPN
is a Case Manager with the Law Firm of Marshall, Parker & Associates,
LLC.
She started working for the firm as one of the first employees in
the Wilkes-Barre office when Marshall, Parker & Associates
opened its doors in 2002. Before joining the team at Marshall,
Parker & Associates, Josephine worked in a local nursing home as
the Director of Social Services and a charge nurse prior to
that. She has also worked as a Hospice LPN. With her history
and experience serving the elderly, Josephine enjoys helping her

Richard "Doug" Lane is
a Medicaid Eligibility Specialist for Marshall, Parker &
Associates, LLC. Prior to joining the staff, Doug worked as a
caseworker at the Lycoming County Assistance Office for twenty-eight
years. Fourteen of those twenty-eight years, he specialized in
nursing home caseloads. Doug attended the former Lock Haven State
College and was active duty in the United States Marine Corps from
1969-1971. He has been married to his wife Bessie for over 25 years

She is a Registered Guardian by the National Guardianship Foundation and is the President of ElderCare Solutions, Inc, a non-profit organization which serves as a court-appointed guardian for incapacitated individuals. Deborah brings over sixteen years of experience working as a Long Term Care Planning Specialist to the Marshall, Parker & Associates’ team. In 2000, Deborah received her certificate in Gerontology from King’s College in Wilkes-Barre , PA. She also became a Registered Financial Gerontologist from the American Institute of Financial Gerontology at the Widener University School of Business in 2004.
